Mr. Donahue established the Municipal & Financial Services Group more than 30 years ago and has served as its director ever since. His experience includes provision of management and financial advice to more than a hundred clients across the United States and abroad. He is active in the Government Finance Officers Association, American Water Works Association and the Water Environment Federation. He has served as a member of a Base Realignment and Closure Commission and as chairman of Anne Arundel County’s $1.0+ billion Pension Oversight Commission. He chaired AWWA’s Finance and Accounting Committee, and currently chairs that organization’s GASB 34 task force; he is a member of a committee that is updating and expanding the Water Utility Accounting textbook sponsored by AWWA and GFOA. He has been accredited and served as an expert witness in accounting, engineering, contract, construction and utility rate matters. A graduate of Johns Hopkins University with a bachelor’s degree in accounting, he earned an MBA in finance at George Washington University.
